Fortunately, from the very beginning of their mandates they will have on hand a coherent and well sustained export policy drawn up by the national Government, whose central priority is to increase and diversify the exportable through the growth of existing export sectors and through the identification and encouragement to new products. That will require all regional actors improve productivity, competitiveness and knowledge on global demand and the external markets, framing within the national strategy for the reduction of cost overruns incurred the Colombian producer. The exporting Plan recognizes the geographical, economic, social and cultural diversity of the country and in this context, the comparative advantages offered by its different regions. In this perspective, the plan aims to deepen the knowledge of regional competitiveness, taking advantage of the different studies that have been done and strengthen the productive chains or regional Clusters.
Through regional advisors trade outside CARCEs committees-, the tasks will be coordinated to achieve this purpose. Similarly, the regional offices of Proexport, Incomex, chambers of Commerce and guilds will be linked. The Ministry of foreign trade, will establish a Bank of special export projects in which regional strategic projects requiring government support and promotion abroad to attract foreign investors shall be entered. There will be, on the other hand, a strong support to small and medium-sized enterprises which offer interesting possibilities given the greater flexibility that can operate and the capital relationship work that characterizes them. However, you will have to help them overcome their main structural problems determined by low qualification of human resources, limitations of access to capital goods, lack of quality control, limited access to financial resources, reduced insertion into markets and the low capacity of business management and technological. Thus, our regional rulers have an expedited mechanism to resize their departments and municipalities, giving it a spin total to the future of its people, because they, as much as those, deserve to be.
